Why are bus stops needed?

This is a simple question with many answers.  The first and simplest answer is that the passenger needs to know where they can catch the bus.  This allows the passenger, or potential passenger, to determine where they can get on and off the bus and better plan their trip.

Another reason for bus stops, as opposed to allowing people to get on or off at any spot along the line, is to better control the schedule.  The more often the bus stops the longer it takes to get from one end to the other.  By limiting the number of stops, you can limit the delay due to stops.

Liability, this can be a major or minor reason depending on the agency.  Allowing people to get on and off at any location can lead to law suits brought about by accidents happening because the bus stopped at just any old place.  Most districts have policies regarding the drivers making "Flag Stops".  In some cases they allow them, in others they do not.  Some districts allow them in some conditions and in others they don't allow them.
